Miramar Selects New City Manager


The Miramar City Commission announced in a special meeting on Monday their selection for Miramar's newest City Manager.

Kathleen Woods-Richardson, director of Miami-Dade Public Works and Waste Management, will serve as Miramar’s fourth City Manager following Eric Soroka, William Estabrook, and Robert Payton.

The vote came down to current Assistant City Manager for Homestead Allyson Love and Woods-Richardson. Woods-Richardson won the vote by the commission 3-2 getting votes from Commissioners Winston Barnes, Yvette Colbourne and Mayor Lori Moseley.

“I am very excited and I am definitely ready to go forward,” said Mayor Moseley, “I know that we will move forward in the city of Miramar and do what we always do and that’s what’s best for our residents.”

The selection comes after a 5-month, nationwide search which began when former City Manager Robert Payton abruptly retired in March. Dr. Wazir A. Ishmael has been the city's interim City Manager since.

“I would like to say thank you to Dr Wazir and his staff for all of their support over these last 5 months,” said Commissioner Colbourne.

There was some division between the commissioners during the selection process. Both Commissioner Wayne Messam and Vice Mayor Alexandra Davis felt Love’s experience in finance would benefit Miramar’s current financial standing. Messam and Davis also believe Love’s experience as interim City Manger for Fort Lauderdale would benefit Miramar because of the two city’s similar diversity.

“We’re not just looking for good and we’re not just looking for better,” said Vice Mayor Davis, “we’re looking for the best person to lead in the city of Miramar.”

The City of Miramar and Woods-Richardson will negotiate an employee agreement for the approval by the City Commission before her official placement as City Manager of Miramar.
